An investigation by a team of NT reporters has unearthed a huge racket in pay parking in the capital city Panaji, suggesting that motorists and motorcyclists might have paid parking fees to the tune of tens of lakhs to "contractors" and their boys who have no "contract" or licence from any authority to collect them. |
